YouTube Monetization Requirements in Pakistan: The February 2027 Deadline

Quick answer: From 1 February 2027, YouTube monetization requirements double for new applicants. You will need 1,000 subscribers plus 8,000 watch hours instead of 4,000, or 20 million Shorts views instead of 10 million. Creators already in the programme keep their place, but they must accept updated terms in YouTube Studio by 31 January 2027 or risk losing monetisation.

Two deadlines are coming, sixteen weeks from now, and almost nobody in Pakistan is talking about either one.

The first one you may have heard about. The entry bar for the YouTube Partner Program doubles on 1 February 2027.

The second one is quieter and affects far more people. Every creator already earning has to accept updated agreement terms by 31 January, inside YouTube Studio, or they risk losing access to monetisation features. A notification most people will scroll past.

This guide covers both, what the new numbers actually mean day to day, and the one piece of arithmetic that decides whether you should be applying right now.

What Exactly Is Changing on 1 February 2027?

The YouTube monetization requirements Pakistani creators have worked against since 2018 are about to move. The subscriber count stays where it is. Everything else doubles.

Requirement Until 31 Jan 2027 From 1 Feb 2027
Subscribers 1,000 1,000
Qualified watch hours (365 days) 4,000 8,000
OR qualified Shorts views (90 days) 10 million 20 million
Fan funding tier (500 subs) 3,000 hours or 3M Shorts views Unchanged

YouTube announced this on 10 August 2026, and the official detail sits on YouTube’s help page for the change.

Two things are easy to misread.

The fan funding tier is not changing. At 500 subscribers with 3,000 watch hours or 3 million Shorts views, you still unlock memberships, Super Thanks and Shopping. If ad revenue feels far away, that tier is closer than you think and it is not moving.

This is the first change to these numbers in eight years. The 4,000-hour bar has stood since 2018. Treat the new one as equally permanent rather than as something that might soften later.

Should You Apply Before the Deadline?

This is the most useful question on this page, and no article covering the new YouTube monetization requirements has answered it, Pakistani or international.

If you are close to 4,000 hours today, applying now is worth significantly more than applying in March. Here is the arithmetic.

Review takes roughly a month. If you are rejected, you wait 30 days before you can reapply. So a single failed attempt costs about two months.

Today is early October. That leaves about sixteen weeks.

If you are above 4,000 hours now, apply this week. You qualify under the old numbers and there is no reason to wait.

If you will cross 4,000 hours by mid-December, plan to apply then. That still leaves room for one rejection and one reapplication before the rules change.

If you will cross 4,000 after early January, the window is effectively closed. A first application in late January is unlikely to be decided before the change, and there is no second attempt. Plan around 8,000 instead and stop rushing.

If you are at 2,000 hours, do not panic-publish. You cannot realistically double that in sixteen weeks without producing content that risks a different kind of rejection, covered below.

The uncomfortable version is this. Sixteen weeks is not enough time to manufacture watch hours, but it is enough time to lose the old threshold by not applying when you already qualified. Check your current figure in YouTube Studio today, not next month.

What If You Are Already Monetised?

Here is the deadline nobody is reporting, and it affects more Pakistani creators than the first one.

Roughly three million creators worldwide are already in the Partner Program. They are grandfathered in and keep their status under the new rules. Their entry numbers do not get re-tested.

But they must accept updated agreement terms in YouTube Studio by 31 January 2027, or they risk losing access to monetisation features.

That is it. A terms acceptance. No new content, no new numbers, just a notification in Studio that takes a minute to action and that a very large number of people will ignore because Studio notifications usually do not matter.

Do this today. Open YouTube Studio, check your notifications and the monetisation tab, and accept anything pending. Then check again in January, because terms updates sometimes appear in stages.

One more change for existing creators. From February 2027, earning from the Shorts Creator Pool requires maintaining 10 million qualified Shorts views over a rolling 90-day window. Fall below it and Shorts payouts pause while your long-form earnings continue, and they resume when views recover. You stay in the programme either way.

What Does 8,000 Hours Actually Mean Day to Day?

Numbers this large stop meaning anything, so convert them.

8,000 watch hours over 365 days works out to roughly 22 hours of watch time per day, every day, for a year.

20 million Shorts views over 90 days needs around 222,000 qualified views per day.

Those are useful reality checks. Twenty-two hours a day is reachable for a channel publishing consistently in a focused niche. It is not reachable for a channel uploading twice a month.

For context on scale, Pakistan now has over 1,200 channels with more than a million subscribers. The ceiling here is high. The entry step just got taller.

The practical implication is that watch time, not view count, is the thing to design for. Ten thousand views on a ninety-second video is a fraction of the watch time produced by two thousand views on a twelve-minute video that holds attention. Length alone does not do it either, because a long video nobody finishes counts for very little.

What Else Can Reject You Besides the Numbers?

Meeting the YouTube monetization requirements is necessary and not sufficient, and this is where a lot of Pakistani applications fail.

YouTube’s review looks at whether the channel meets its policies, not just its counters. The policy that catches the most people is the one on mass-produced and repetitive content, renamed from repetitious to inauthentic content in July 2025.

It targets uploads that look templated with little variation between them, and content that is easy to replicate at scale. Faceless channels running one script formula. Compilation channels layering music over borrowed clips. AI voiceover channels publishing several times a day.

Reaction videos, commentary and clips-based content remain fine. The line is not whether you used AI. The line is whether a person added something.

So if your plan for the next sixteen weeks is to publish as much as possible as fast as possible, understand the trade. You may hit 8,000 hours and fail review anyway, which costs you the application and the wait. The eligibility rules are on YouTube’s Partner Program page.

What Should You Do in the Next Sixteen Weeks?

Find yourself in this list and act accordingly.

Already monetised. Accept the updated terms in Studio. That is your only required action. Check again in January.

Above 4,000 hours, not yet applied. Apply this week. You are leaving money on the table for no reason.

Between 3,000 and 4,000 hours. Push on the formats that already hold attention rather than adding new ones, and apply the moment you cross. Aim to submit by mid-December.

Between 500 and 1,000 subscribers. Target the fan funding tier instead. It is unchanged, it is closer, and memberships and Super Thanks produce income while you build toward ads.

Below 2,000 hours. Stop watching the counter. Build toward 8,000 on a sensible timeline and use the next four months to fix format and retention instead. Sponsorship income does not require monetisation at all, which our guide on YouTube sponsorship rates in Pakistan covers.

And whatever bracket you are in, have your payment setup finished before approval rather than after. The PIN alone can take weeks to arrive, as our guide on Google AdSense Pakistan explains.

FAQs

Will my channel lose monetisation if I am already in the Partner Program?

Not because of the new thresholds. Existing members are grandfathered and are not re-tested against 8,000 hours. The risk is the separate terms acceptance due by 31 January 2027, which is a notification in YouTube Studio and takes a minute.

Do the 8,000 hours have to be in the last 365 days?

Yes. It is a rolling twelve-month window, so watch time from older videos only counts while it falls inside that window. This is why consistency matters more than one successful upload two years ago.

Can I mix watch hours and Shorts views to qualify?

No. You meet one path or the other. 1,000 subscribers plus 8,000 watch hours, or 1,000 subscribers plus 20 million Shorts views. Partial progress on both does not combine.

I was rejected before. Does the old rejection affect a new application?

Not by itself. What matters is whether the reason for it still exists on the channel. If you were rejected for reused or inauthentic content and the library is unchanged, expect the same outcome. Fix the content first, then reapply.

Working With Unity Films

We manage YouTube channels for creators and businesses across Pakistan, and this change is the thing we are currently discussing with almost every client.

The honest advice differs by channel, which is why this guide is a list of brackets rather than a single answer. For some channels the right move is to apply this week. For others it is to stop chasing the threshold and spend four months fixing retention, because an application that fails review is worse than one not yet made.

Our YouTube channel management work covers the growth side, and our guide on YouTube channel monetization services covers how to judge anyone offering to get you approved.

Final Thoughts

The YouTube monetization requirements in Pakistan come down to two dates. 31 January for the terms acceptance if you are already earning. 1 February for everyone else.

If you already qualify under the current numbers, applying this week is the highest-return thing you can do with ten minutes. If you do not, the window is closing and the sensible response is to plan for 8,000 rather than to sprint at 4,000 and fail review on the way.

Open YouTube Studio today and look at two things: your watch hours in the last 365 days, and whether there is a terms notification waiting. Both take a minute, and almost nobody will do either before January.
