Quick answer: When Facebook ads are not delivering, work through the causes in order rather than changing settings at random. In Pakistan the first check is almost always billing, because banks block international recurring charges by default and a declined payment pauses every campaign at once. Your campaign says Active. Spend is zero. Nothing is happening.

So you change the audience. Then the budget. Then the creative. By the evening you have edited four things, delivery is worse, and you have no idea which change caused what.

That is the single most expensive way to handle this, because every significant edit restarts the learning process. Facebook ads not delivering is nearly always one specific, findable cause, and random changes bury it. This guide is a diagnostic. Work down it in order and stop at the first thing you find. Most delivery problems are solved in the first two steps.

What Does “Active” Actually Mean?

Start by reading the right signal, because Active does not mean what most people assume.

Active means there is no administrative block on your ad. It does not mean the ad is winning auctions, and it does not mean money is moving.

Ads Manager shows status at three separate levels: campaign, ad set, and ad. They do not cascade. A campaign can be Active while its ad set is paused, and an ad can be approved while its ad set is stuck.

When Facebook ads are not delivering, this table is where the answer usually starts. Before anything else, hover over the status in the Delivery column. Meta usually tells you the problem in the tooltip, in plain words, and most people never look.

Step 1: Check Billing Before Anything Else

Every international guide on this topic lists payment problems somewhere around number nine. For a Pakistani advertiser it belongs at number one, and it is the most common cause we see.

Meta bills through an entity registered in Ireland. Most Pakistani debit and credit cards block international and recurring transactions by default. Your card works perfectly at a shop, then gets declined the moment Meta tries to pull a recurring charge.

When a payment fails, Meta pauses all active campaigns immediately. Not one campaign. All of them.

If they all stopped on the same day, this is almost certainly why. The block is at your bank, not at Meta.

The symptom to recognise: everything stopped at once, and there is a billing banner at the top of Ads Manager. If all your campaigns died on the same day, this is almost certainly why.

What to check. Open Billing. Is there an unpaid balance? Has your payment method failed? Have you hit your account spending limit, which is a separate setting people forget they ever set?

The fix. Call your bank and ask them to enable international transactions on the card, then clear the outstanding balance. Campaigns usually resume within a few hours. The block is at your bank, not at Meta, which is why retrying the same card ten times changes nothing. Meta’s business resources cover the billing settings themselves.

Step 2: Is Your Account Restricted?

Go to Account Quality. If there is a red flag there, stop reading the rest of this guide and deal with it, because nothing else will work until it clears. A restriction is the one cause of Facebook ads not delivering that no budget or targeting change will get around.

Restrictions hit new accounts harder. Meta treats a brand new ad account as higher risk, which means a new Pakistani business running its first campaign is more likely to get flagged than an account with two years of clean history.

Common triggers are the usual policy areas: health claims, before-and-after images, financial promises, and landing pages that do not match the ad. Appeal if you believe it is wrong, and fix the flagged item if it is not.

Step 3: Is It Still in Review?

Most reviews finish within 24 hours. Creative in sensitive categories can take 48 to 72 hours.

For a brand new campaign, give it a full day before you conclude anything is broken. Delivery ramping up is normal and slow at first.

If an Active ad has zero impressions after 24 hours, something is genuinely wrong and you should continue down this list.

Step 4: Learning Limited, and Why Most Advice on It Does Not Apply to You

Here is where nearly every article on this topic stops being useful for a Pakistani service business.

An ad set needs roughly 50 optimisation events in a seven-day window to exit the learning phase. If it cannot reach that, it enters Learning Limited, where it keeps running but delivers inconsistently, heavy spend one day and almost nothing the next.

Every guide then tells you to switch your optimisation event from Purchase to Add to Cart, or to fix your pixel. All of that assumes you run an online store with a pixel installed.

Most businesses here do not. A salon, clinic, showroom, or contractor is running a messages campaign pointing at WhatsApp. There is no purchase event and often no pixel at all.

What the same problem looks like for you. Your optimisation event is a conversation. Fifty conversations in seven days is a meaningful number for a small business, and if your budget or audience cannot produce that, the ad set never stabilises.

What to do instead. Consolidate. If you are running four ad sets each targeting a different area of Lahore, split the same budget four ways, none of them will gather enough conversations to learn from. One ad set with a broader audience and the whole budget will outperform four narrow ones almost every time.

Step 5: Is Your Audience or Budget Too Small?

These two problems produce the same symptom, and both are common when a business is being careful with money.

Audience too narrow. Layering interests, then age, then a small area leaves a pool too thin to deliver into. Broad targeting with strong creative usually beats narrow targeting with weak creative here, because auction competition in Pakistan is far lower than in Western markets.

Budget too low for the goal. If you are optimising for something that happens rarely and your daily budget only supports one of those every few days, Meta cannot learn anything. Either raise the budget or choose an event that happens more often.

Bid or cost cap set too low. A cost cap below what the auction actually charges means you simply never win. Remove the cap, see what the real cost is, then decide.

Placements restricted too tightly. Turning off placements to “focus” the budget shrinks the auction you are competing in. Meta delivers more efficiently with more placements available, not fewer. Leave them open unless your creative genuinely does not work in a format.

One thing worth knowing about audience size in Pakistan specifically. The reachable pool is not as large as agency decks imply, and it has not been growing in a straight line. If you are targeting one sector of one city, filtered by three interests, the audience may simply be too thin for Meta to deliver into at any budget.

Step 6: Are You Resetting It Yourself?

This is the one nobody wants to hear.

Every significant edit to an ad set, changing the creative, the targeting, or making a large budget change, restarts the learning phase. Delivery drops, you panic, you edit again, and it restarts again. The campaign never gets a stable week.

Do not touch a new campaign for its first two weeks except to fix an actual error. Two weeks of a campaign you left alone will tell you more than two months of daily adjustments.

Also check for automated rules you set up months ago and forgot. A rule that pauses campaigns above a certain cost is an easy thing to forget and an easy thing to blame Meta for.

When Your Ads Are Delivering and You Still Get Nothing

Sometimes Facebook ads not delivering is the wrong diagnosis entirely. Impressions are arriving, spend is moving, and the phone still does not ring. That is a different problem and no amount of delivery troubleshooting fixes it.

Your conversion point is a form, not WhatsApp. People here message. A form adds a step most of them will not take.

Nobody answers quickly. Messages arriving at 10pm and answered at 11am the next day have already gone elsewhere.

Your creative is a price on a product photo. Delivery is not the constraint. Nobody is stopping to look.
