Quick answer: Google Ads cost in Pakistan is not a single number, and any guide quoting you one is guessing. Your cost per click is set by an auction in your own industry and city. What every guide does leave out is a 5% withholding tax on payments to Google, which has applied since 2018 and sits on top of whatever you spend.
Search this question and you will get a dozen Pakistani agency pages, each confidently quoting a rupee range. Rs 40 to 150 for apparel. Rs 200 to 800 for real estate. Rs 30,000 a month minimum.
None of them know your number. They cannot. Nobody can see your auction except you.
What they also leave out is the part that actually changes your budget: there is a 5% tax on what you pay Google, Google itself says so, and it does not appear in a single one of those cost guides.
This post does two things. It shows you how to get your real cost per click in about ten minutes, from Google’s own tool, for free. Then it walks through the costs that sit around the ad spend, which is where Pakistani businesses get surprised.
If you are weighing this against organic search instead, our SEO vs Google Ads comparison covers that decision first.
Why Every Google Ads Cost in Pakistan Guide Gives You a Different Number
Because they are all describing different auctions.
Google Ads does not have a price list. Every time someone searches, Google runs an auction among advertisers bidding on that search, in that location, at that moment. What you pay depends on how many other businesses want that same click and how relevant Google judges your ad and landing page to be.
Change the city and the number moves. Change the industry and it moves again. A property developer bidding on “flats for sale in Islamabad” is in a fight with every other developer in the city. A tailor bidding on “sherwani stitching near me” often has almost no competition.
So when a guide tells you real estate costs Rs 200 to 800 per click in Pakistan, it is averaging across a range so wide that the average tells you nothing useful about your campaign.
The honest version is that there are only two ways to know your cost: look it up in Keyword Planner, or run the campaign.
How Do You Find Your Actual Cost Per Click?
Keyword Planner gives you Google’s own bid estimates for your keywords, in your country, for free. You need a Google Ads account, but you do not need a live campaign and you do not need to spend anything.
- Create a Google Ads account and skip past the campaign setup. Choose the expert mode option rather than the guided one, or Google will push you to launch a campaign before you are ready.
- Go to Tools, then Planning, then Keyword Planner, then “Discover new keywords.”
- Type the words your customers would actually search. Not your industry jargon. If you fit solar panels, people search “solar panel price in Lahore”, not “renewable energy solutions”.
- Set the location to Pakistan, or narrow it to your own city. City-level matters, because Karachi and Multan are not the same auction.
- Read the two columns that matter: monthly searches, and the low and high top-of-page bid.
That bid range is Google’s own estimate of what advertisers are currently paying to appear at the top for that term in your location. It is not a promise, but it is the closest thing to a real number you will get before spending a rupee.
Do this for ten or fifteen keywords and you will know more about your actual costs than any blog post can tell you.
What Is the 5% Withholding Tax on Google Ads?
Here is the part the cost guides miss.
Google’s own documentation lists Pakistan under a 5% withholding tax on offshore digital service fees, applied to payments made on or after 1 July 2018 under the Finance Act, 2018. Google states plainly that advertisers may need to deposit this tax themselves, and that Google cannot advise you on it. You can read the entry on Google’s taxes by country page.
Two things follow from that.
Your real spend is higher than your ad spend. If you budget Rs 100,000 a month for clicks, the tax sits on top of it, not inside it. Budget accordingly from the first month rather than discovering it at year end.
It is your responsibility, not Google’s. Google does not handle this for you. It is a withholding obligation on the payer, which is you. If you have an accountant, this is a five-minute conversation to have before you launch, not after.
Tax rules in Pakistan change with every Finance Act, and the treatment of digital advertising in particular has been moving. Confirm the current position with the FBR or your own tax advisor rather than with any blog, this one included. What matters here is simply that the cost exists and no budget guide tells you about it.
Why Can Pakistani Advertisers Not Prepay?
A smaller thing, but it catches people out.
Google lists Pakistan among the countries where prepay is not available, in its payment methods documentation. That means you cannot load credit into the account in advance and spend it down. You are on postpay: Google runs your ads, then charges you.
For a Pakistani business this has real consequences. Your card has to clear when Google decides to bill, and a declined payment pauses your campaigns. If you are using a card with an international transaction limit, or a bank that blocks foreign charges without notice, your ads stop without warning.
Two practical habits fix most of this. Tell your bank before you launch that recurring foreign charges from Google are expected. And check your billing page on a fixed day each week rather than waiting for the campaign to go quiet.
What Does a Realistic Monthly Budget Look Like?
Rather than quote a rupee figure that will not match your auction, work it backwards from arithmetic you can do yourself.
You need enough clicks each month for the data to mean anything. Below roughly 100 clicks a month you cannot tell a good keyword from a bad one, because the numbers are too small to separate signal from chance.
So your floor is your own cost per click, multiplied by 100.
| Your CPC from Keyword Planner | Minimum monthly ad spend | What this buys |
|---|---|---|
| Rs 20 | Rs 2,000 | 100 clicks, enough to start reading data |
| Rs 50 | Rs 5,000 | 100 clicks |
| Rs 150 | Rs 15,000 | 100 clicks |
| Rs 400 | Rs 40,000 | 100 clicks |
Then add the costs sitting around it: the 5% withholding tax, and agency management if you are not running it yourself.
A worked example, using arithmetic you can check. Say Keyword Planner shows your top-of-page bid at Rs 120. One hundred clicks is Rs 12,000 in ad spend. Add 5% withholding and your real outlay is Rs 12,600. If one in twenty of those clicks becomes an enquiry, that is five enquiries for Rs 12,600, or Rs 2,520 per enquiry. Now the only question that matters: is a new customer worth more than Rs 2,520 to you?
That last question decides everything, and it is the one no cost guide can answer. If your average customer is worth Rs 15,000, the campaign works at that cost per enquiry. If your average customer is worth Rs 2,000, it does not, and no amount of optimisation will fix the gap.
Nothing about this arithmetic is specific to Pakistan. What makes Google Ads cost in Pakistan different from anywhere else is the tax line and the postpay constraint, and those are the two things to add before you commit.
On timing: Google Ads produces data in the first week, which is faster than any other channel. But “data” is not “results”. Give it four to six weeks before judging whether the campaign works, because the first fortnight is mostly Google learning which searches to show you on.
When Google Ads Is Not the Right Choice for You
Three situations where the Google Ads cost in Pakistan is not worth paying, whatever the number turns out to be.
Nobody is searching for what you sell. Google Ads captures demand that already exists. If Keyword Planner shows single-digit monthly searches for your service in your city, there is nothing to capture. That is a case for Facebook or YouTube, where you create demand rather than catch it. Our breakdown of Facebook ads cost in Pakistan covers what that costs instead.
Your margin cannot carry the cost per enquiry. Run the arithmetic above before you run the campaign. If a customer is worth Rs 2,000 and an enquiry costs Rs 2,500, the campaign loses money at every scale. No agency can optimise around that.
You have no way to answer the enquiries. Ads send people to you within hours, and most Pakistani buyers will message on WhatsApp rather than fill in a form or wait for an email. If nobody is watching that number during business hours, you are paying for clicks that go nowhere. Fix the response process first; the ads will still be there next month.
There is also a fourth case worth naming. If your website takes eight seconds to load on a mobile connection, Google will charge you more per click than your competitor for the same position, because landing page experience feeds into Quality Score. Fixing the site is cheaper than paying that premium every month for a year.
FAQs
Does Google charge a monthly fee for Google Ads?
No. Google charges only for clicks, within the daily budget you set. There is no subscription, no setup fee and no minimum contract from Google’s side. Any monthly fee you pay is to an agency for managing the campaigns, which is a separate cost from the ad spend itself.
Can I run Google Ads in Pakistan without a credit card?
Google determines available payment methods by country, and Pakistan is listed among countries where prepay is not offered, meaning you cannot fund the account in advance. Check the payment options available for Pakistan inside your own Google Ads account under Billing, since Google updates the available methods by market and your bank matters as much as the method.
Is the 5% tax deducted automatically from my Google Ads payment?
Google’s documentation states that advertisers may need to deposit this withholding tax themselves and that Google cannot advise on it. Treat it as your obligation rather than something handled at source, and confirm the current rate and process with the FBR or your accountant before you launch.
How much should a small business in Pakistan spend on Google Ads in the first month?
Enough for roughly 100 clicks at your own cost per click, which you can look up in Keyword Planner for free. For many local service businesses that lands somewhere between Rs 5,000 and Rs 20,000. Spending less than that does not fail, it just produces too little data to learn from, so you end up guessing for another month.
Are Google Ads cheaper than Facebook ads in Pakistan?
Cost per click is usually lower on Facebook, but that is the wrong comparison. Google captures people already searching for what you sell, so the intent is higher and the enquiries convert better. Facebook reaches people who were not looking. Compare cost per customer, not cost per click.
Working With Unity Films
We run Google Ads for businesses in Rawalpindi, Islamabad and across Pakistan, and the first thing we do on any new account is the Keyword Planner exercise described above, because there is no point proposing a budget before we know what the auction actually costs in your category.
We will also tell you when the arithmetic does not work. If your cost per enquiry is going to land above what a customer is worth to you, that is worth knowing in the first conversation rather than three months in.
If you want the campaigns managed rather than run in-house, that sits under our PPC advertising service. Agar aap ko pehle sirf yeh samajhna hai ke aap ke liye yeh channel theek hai ya nahi, to WhatsApp par baat kar lein — budget ki baat baad mein.
Final Thoughts
Google Ads cost in Pakistan comes down to three numbers, and only one of them is in any blog post.
Your cost per click is in Keyword Planner, free, in ten minutes. Your cost per enquiry comes from that number and your own conversion rate. What a customer is worth to you is something only you know, and it is the number that decides whether any of it makes sense.
Add the 5% withholding tax to whatever you land on, tell your bank that Google will be charging the card, and give it six weeks before you judge it.
The rupee ranges in the other guides are not lies. They are just averages of other people’s auctions, and you are not bidding in those.
